Did you Know? Currently,...

  • Normal has no "Ward System".
  • Every Trustee represents the entire Town, yet no single Trustee is accountable for any area or neighborhood.
  • Trustees are elected "At-Large." This means Trustees can live anywhere in Normal, even in the same house. All voters in Normal vote for each Trustee.

Why Districts Instead of Wards?

Because of Normal's type of government structure, the distinct areas will be called Districts instead of wards. The end effect is nearly identical. 

What Prompted this Initiative?

  • Today, if you have a problem that the Town is ignoring, like bad roads, brown tap water, or another municipal issue which of the six at-large Trustees do you call? 
  • Who truly represents you and your neighborhood?
  • Who is accountable to represent you and your neighborhood?
  • The problem is without a defined area to represent issues in areas are often ignored because it is every Trustee's problem, but no one's responsibility.
  • Currently, Trustees live in 2 concentrated areas leaving a lack of representation on the west and east sides of Normal.

Where Do the Trustees Live?

Currently, no Trustees live east of Veterans Parkway or west of Linden.

What Will Districting Do?

  • Districting Normal, IL divides the town into six equally populated Districts. Each Trustee must live in their District and be elected by the voters in their District. If a Trustee ignores the neighborhoods in their District, then the voters can hold their Trustee accountable and elect someone different.
  • The Mayor will continue to be elected at-large.
  • Districting provides a clear and transparent path for voters to hold their elected representatives accountable.
  • Districting makes it easier and more affordable for people to run for office since they only need to focus their campaign on the voters in their District instead of all voters in the Town.

What Is the Goal of Districting?

Better Representation. 

Residents will know exactly who represents them and their neighborhood.


Better Accountability. 

Voters will know exactly which Trustee is accountable to represent them.


Better Government.

Defining transparent paths of representation and accountability provides for better government.

What Can I Do?

There is a 3 step process to make Districting Normal, IL a reality. 

  1. Download a petition packet and collect signatures of registered voters in Normal to put the Districting question on the November Ballot or Sign a petition.
  2. Vote "Yes" to the Districting Question on your November General Election Ballot.
  3. Encourage others to vote "Yes" to Districting Normal
